Tried unsuccessfully sometime ago to find an email address but without luck, I needed them to reset my online password but there seems to be no way to contact them, seems deliberate.

They sent me an email but it was a non reply type

The noreply email address is the problem,they obviously don't want the hassle of talking to customers.

I have just found this form

Use the NIE number used when the supply contract was set up, no spaces or hyphens, you need a valid Spanish phone number, I've used a friend's landine, they will email and unlikely use the phone. I've just filled in the form and under comments asked can they reset my password and the system has accepted the form and given me a request ID number. Will see what happens.

Am up an running online , I scanned in my NIE certificate from which the NIE number was used to open the account I attached this to the contacts page with a simple message asking could my online account be re enabled and sent it this morning , this afternoon got an email saying account re enabled, you hit the link and input the user name which is your NIE number in the format no hyphens and lower case letters, you chose a password and you are in. I would leave it ten minutes before you login after setting password as I suspect it takes a while to update. But it all works, currently printing my bills.

Interesting to see that a cubic metre of water in Spain is €0.69 plus vat and UK is £1.50 plus vat a cubic metre, I'm averaging  €50 a quarter even when not in residence for a quarter, the bulk of the bill is for standing charges.
