I have just read in the GA Advertiser about the problems with bins and saw that there were bags being left on the pavements while the bin remIned empty.
We have a place on altomar 2 and several times when we were last out some of the bins were left with the metal bar that opens the lids over the pavement making it impossible to open that particular bin. I know that the lid could be manually lifted up if you were a strongman or went to the bins with a strong friend but I have put mine into an overflowig one more than once while I could see through a tiny gap because the bar wouldnt depress any more being on the pavement, that the other bin was empty.
This could definitely be why, sometimes, there is an issue with a bin being left empty with rubbish beside it. Has anyone else encountered this.
