Tennis Balls On The Clot

I don't believe that you are allowed to walk your dog on The Clot, although lots of people do.
Someone has decided to take a stance against the dog walkers by leaving tennis balls laced with nails and tacks on The Clot......obviously inflicting a nasty injury on a dog that may pick one up and bite it......the same would happen if a child picked one up and squeezed it.

Frustration can sometimes lead people to do stupid things - but this sort of thing is an absolute no-no.

I just cannot understand this mindset.
