There's a dusting of snow on the mountains behind Alicante this morning.

and they say we should not get the heating allowance in spain its not cold enough. ?

Well the mountains are over 5000ft so I'd say you should be fine down at sea level .............................or 330 ft if you're up the top of Cardiac !
