Title: Santa Pola Council

Has anybody any idea how to change your direct debit to another bank for payments to Santa Pola Council for the rubbish collection and car tax?
I`ve tried the council`s web site but i cant find anything there at all, even how to contact the council or which departments deal with these.
I know there`s a council office in the base of Gran Alacant library,but does anybody know the phone number?
I`m in the UK at the moment and I wont be in Spain for a while (hip replacement) and I`m struggling with thes two payments.

John im not sure if anybodies got a more recent experience,  but 2 years ago we moved banks and to set up both these debits involved attending the ayuntamiento in santa pola, getting forms stamped, then over to bank, before forms back to council. This was despite having online banking. Hopefully in the last 2 years they've moved out of the stone age.
