Daft question, but are you letting the water run for a quite a while beforehand? It can take longer for the hot water to come through sometimes.

I suspect it's the pressure on the hot to low and cold to high you may need a pump fitting

If its a combi boiler there should hardly be any difference between the hot and cold pressure as they are both fed with mains water pressure.

I've got a combi boiler here in UK. Depending on which tap it is, some take an age to run hot.
