I read that the builders are looking into it.

That place has had it as a site - need levelling totally and start again (or not)
-
I was told it is classed as a historical site and can't be knocked down, a bit like Stone Henge.

It can be knocked down, but if it is the site cannot be rebuilt upon.
The developers have been given a licence to reform it maintaining most of the original structure......something they have been falling out about with the local authority as the developers appear to be doing rather more than their licence permits.

I think the similarity with stonehenge is streching it some what.

I'll be honest when I drove past and took a look at the place on Saturday I would say the word "refurbishment" is a wholly inaccurate description of the ongoing work. The place has been 80% demolished with just the barest of frames left. I can see by they are doing it - to retain a existing licence, but it's stretching the boundaries between a refurb or complete replacement somewhat !
This is Spain !

Ridiculous situation, there had been an eyesore for forty years sitting there , why didn't they let the developer knock the whole thing down and start again, bureaucracy gone mad.
