A few years ago a man down our road was badly beating his dog so my 'significant other' phoned the Guardia Civil. They turned up on his doorstep. Next we knew the man had been evicted by the landlord.

Apparently there is a local number you can ring re noisy dogs I will see if I can get hold of it.
