hi I have a damp problem in my house on monte mar 4,2 e ave de polonia  its around the downstairs bathroom walls on the outside of the bathroom in the lounge  . I have had a builder in and he says the best way to get access to it is go under the building from the cupboard inside next to the bathroom. he reckons it is a simple job and will break through the floor in the cupboard to gain access to the underbuild and clean the cavity out. once he's done that he can get access to all the pipes and repair as required do I need to get any planning permission. there is no outside structural work and he says its quite common. He has also said it would be good to put a small window in down there to ventilate the area.  any ideas from anyone if I do need to get permission from santa pola town hall.
