Over the years I've had quite a few bar owners tell me that they pay for advertising in Guardia and Local Police publications......but they've never seen the adverts.
They all reckoned that it was like a "back hander" to ensure a quick response if they needed them and to turn a blind eye to noise complaints etc.....

Interesting story, the theory that you would be treated differently by paying for a non existent advert, I wonder if it would catch on in the UK!.
