Petition all you want.  The fact is that taxis are privately owned, & you have to convince an owner that there's enough business to justify keeping a car & driver here knowing that 20 or so illegal under-insured people are operating in competition.

There are taxis available. I rang the number on the post outside Lidl at 3am a few weeks ago and the taxi was there in 15 minutes.
