90 in 180

Been reading a lot in the papers this week that France and Spain want to alter the 90/180 for British 2nd home owners , it appears the idea is to issue a special visa allowing longer times . It’s driven apparently by many Brits selling up and the countries are losing a fair chunk of income
Has anyone read anything or heard anything about it in Spain ?

I’ve read that France are trying to make a way to allow this via their own system where as Spain are just asking the EU.
